| 摘要:健康医疗数据在智慧医疗建设中发挥着关键作用，健康医疗数据开放的实现对推动健康医疗服务利用与健康医疗现代化治理意义重大。本文以健康医疗数据开放的原则、特征、价值和评价四个维度来构建“P-C-V-E”内涵框架，并基于该内涵框架，着重从隐私安全、数据管理和资源配置三个方面探讨健康医疗数据开放的影响因素。最后就该领域发展提出以下实施路径：强化顶层设计，保护隐私安全；完善制度体系，强化数据管理；构建运行机制，优化资源配置。 |
| Abstract:Healthcare data plays a key role in the construction of smart healthcare, and the realization of its opening is of great significance to help promote the utilization of healthcare services and the modern governance of healthcare. The paper constructs the “P-C-V-E” connotation framework with four dimensions: principle, characteristic, value, and evaluation of healthcare data opening. Against this background, this study focuses on exploring the influencing factors of healthcare data opening from three aspects: privacy and security, data management, and resource allocation. Finally, the following implementation pathways are proposed for the development of this field: Strengthening top-level design to protect privacy and security; Improving the institutional system to strengthen data management; Building operational mechanisms to optimize resource allocation. |
